Motor Vehicle Unit
The Motor Vehicle Unit consists of a contingent of personnel stationed within the Department of Revenue. They respond to requests from the Patrol and other law enforcement agencies within the state, as well as nationwide, who require information or documentation on Missouri titled vehicles, vehicle registration or licensed drivers. The Motor Vehicle Unit also provides assistance to the Department of Revenue concerning vehicle titling and driver's license problems. They process Patrol vehicle titles and required licenses. They monitor and check all Patrol salvage vehicle inspections and process all Kansas City and St. Louis towed vehicles before they are sold as unclaimed vehicles. The Motor Vehicle Unit is also an intelligence gathering and clearinghouse for criminal information, and provides investigative assistance on auto theft, odometer rollback fraud, title alteration, title counterfeiting and vehicle identification for law enforcement.
The Motor Vehicle Bureau also provides law enforcement agencies photographs from the driver license files including line-ups for identification purposes.
Auto theft statistics are obtained from MULES theft entries and current trends are then identified. This information is disseminated to law enforcement agencies, insurance companies and the general public.
The duties of the unit also involve the monitoring and entry of all the Patrol's towed vehicles, recovered stolen vehicles, and vehicle crime investigation reports into a computer file system. During 2002, Patrol officers recovered 280 stolen vehicles and towed 11,721 vehicles which were entered into the unit's tracking system.
The Patrol routinely checks all Missouri Department of Revenue issued titles. During 2002, more than 2,003,983 vehicles were checked through MULES and NCIC resulting in over 96,328 suspect vehicles being identified. Missouri has over 6,000,000 vehicles registered in the state. Through automated and manual checking, 941 vehicle title documents were held for examination and possible investigation by the Patrol or other law enforcement agencies. Teletype messages were sent on 624 additional vehicles which were entered into MULES by law enforcement agencies. The entering agency was provided the new or additional information about their entries as indicated in the Department of Revenue files.
This Unit received 190,050 Missouri issued vehicle titles that were surrendered for re-titling in other states and returned to Missouri. These titles were checked for alteration and counterfeit. The unit checks all Missouri titles and associated secure documents routinely throughout the year for their alteration and counterfeit security features.
